Full Job Description

This is an exciting opportunity to join Warrington Borough Council as we move forward with the development of local special educational needs and disabilities (SEND) services. In this role you will work closely key stakeholders (families, young people, schools and professionals) to manage implementation, monitoring and evaluation of commissioned services for children and young people with SEND, ensuring that these arrangements deliver value for money and improved outcomes for young people.

You will work within the SEND team at Warrington Borough Council and report directly to the SEND service manager., We are looking for a dynamic and proactive SEND Commissioning Manager who will manage procurement and contract arrangements for external SEND services and have oversight of commissioned placements with independent education providers. You will manage a small SEND commissioning team ensuring commissioned services provide value for money. You will develop positive working relationships with a number of external education providers to ensure positive outcomes for learners with SEND in Warrington.

· Have experience of inter-agency working

· Have good interpersonal skills

· Have experience of developing specifications and managing contracts

· Have experience of managing budgets and ensuring value for money

· Be able to evaluate options and find effective solutions

· Have the ability to write and present reports to a range of audiences

· Demonstrate the ability to work under pressure and achieve deadlines

Have experience of procurement and the commissioning of external services

Have a good working knowledge of the Microsoft Office suite including Microsoft Excel, The ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post.
