Full Job Description

  • To manage the Hallam Close site on behalf of St Basil's, liaising with Sandwell & West Birmingham NHS Trust, Sandwell MBC, St Basil's central teams and any other relevant partners

  • To lead, manage and deliver an effective, tenant/licensee focused bespoke housing management service relevant to the young people who live there and the purpose of the scheme.

  • To deliver and proactively manage the allocations and lettings process from the nomination of a tenant/licensee to a tenant/licensee moving in.

  • To proactively manage rent collection in accordance with St Basil's policies and procedures, acting as required to ensure rents are paid and tenants/licensees do not build unsustainable debts.

  • To prevent, manage and resolve anti-social or behaviour which breaches occupancy agreements in a proactive and constructive way in conjunction with the Local Authority and all other relevant partners.

  • To manage the end of tenancy process, ensuring tenants provide the correct notice period and that the pre-void procedures are followed

  • To provide guidance and low-level support to tenants/licensees and to sign post them to appropriate services as required

  • To deliver and manage site activities for tenants/licensees, facilitating a sense of community in accordance with St Basil's Youth Standards and the Psychologically Informed Environment (PIE)

  • To develop and maintain excellent relationships with tenants/licensees and to communicate with tenants/licensees effectively, leading and managing consultations as required

  • To ensure that excellent customer service is always delivered to tenants/licensees and our partners

  • To manage complaints professionally and proactively, ensuring that response timescales are met

  • To ensure responsive repairs are raised promptly and to work proactively with central teams to ensure repairs are delivered in accordance with KPIs

  • To manage and, where required to undertake, periodic inspections of properties, communal areas, and the site in accordance with KPIs

  • To manage void properties; ensuring they are inspected, cleared, cleaned and refurbished quickly to facilitate letting in accordance with Key Performance Indicators (KPIs). In the event of staff absence and/or business need, the post holder will be expected to undertake cleaning and clearance of properties.

  • To liaise with contractors; facilitating access to the properties, communal areas or site areas and holding them to account for the quality of the work undertaken

  • To identify opportunities to improve the value for money and/or efficiency of processes and procedures

  • To deliver and support tenancy sustainment activities and to ensure that Tenant's voices are heard and engagement mechanisms are in place in line with St Basils Youth Engagement policy and standards

  • To lead, manage and co-ordinate the employability offer for tenants at the site working with central teams and external partners as required to help young people not in work get onto the accommodation waiting list and to help existing tenants/licensees sustain work and develop their careers.

  • To work proactively with partners and other St Basil's services to ensure there is a sufficient flow of suitable referrals to the waiting list and that barriers to accessing the accommodation are reduced wherever possible.

  • To manage relationships with all relevant external partners, attending meetings as required and ensuring that relationships remain positive and productive.


  • To lead and manage the marketing for the site, working with central St Basil's teams as required and ensuring marketing generates a sufficient number of referrals to let all units at the site.

    Essential:

  • GCSE A-C Grade in Maths and English or equivalent

  • Level 3 qualification in housing management or equivalent


  • Desirable:
  • Level 4 qualification in housing management or equivalent, Experience of working within the following areas: Youth Work, Residential or Social Work, Probation/Criminal justice, Community Work, Education and Training, housing or support work., Current knowledge of the standards which registered providers must adhere to

  • Current knowledge of housing management best practice

  • Current knowledge of safeguarding processes & procedures

  • Current knowledge of health, safety, and compliance requirements for registered providers


  • Desirable:
  • An understanding of using PowerBI to report on KPIs

    Salary: Scale PO1, Points 33-36, £31,010 - £33,418 per annum, pro rata


  • Hours of work: Fixed term contract 6 months (37.5 hours per week)
