Full Job Description

Site based Engineering Manager role with responsibility for the management of design and engineering activities in the construction phase of one or more A47 RDP projects.

To provide strategic engineering and design management, strong leadership and control of a multi-disciplinary team comprising engineering resources at all levels. Ensure integration between design and construction is achieved across all disciplines during the construction stage of a scheme.

Facilitate strong links with other teams within and external to the project to ensure the efficient delivery of the Project.

Support the overall engineering strategy for the GT business and clients. Engage with the Supply Chain, Clients, Designers and other framework Delivery Partners to maximise knowledge share to provide efficiencies that will assist GT and National Highways in delivering the Roads Investment Strategy., Core

  • Contributes to targets and KPIs in line with Project / Business objectives and monitors performance, steering towards success.

  • Conducts periodic Safety and Environmental Tours as required by the Project Construction Phase Plan.

  • Appraises safety improvement options and leads action within Galliford Try and Supply Chain.

  • Contributes to periodic risk reviews and takes output forward to the Project Risk Register.

  • Ensures buildability and safety reviews are undertaken during all stages of the design, with consideration given to the full lifecycle of the scheme including operational and maintenance requirements.

  • Manages and updates the Integrated Design & Construction Risk Assessment (IDCRA) during the construction phase of the project.

  • Ensures all Temporary works are designed and implemented in accordance with company procedures, and TW designs give full consideration of the Health and Safety aspects.

  • Manages interface with the Principal Designer (CDM - PD) during Construction Phase of the scheme.

  • Keeps up to date with changes in legislation and cascades information to the team.


  • Design Management:
  • Undertake the role of GT Design Manager for a scheme during the construction phase (where none is appointed), or manage the appointed GT Design Manager.

  • Manage the delivery of any remaining Permanent Works (PW) Design Deliverables in line with the construction programme requirements.

  • Resolve design related issues which arise during the construction phase in a timely manner.

  • Establish a Request for Information (RFI) process to record and manage any design change occurring during the construction phase, and fulfil the role of RFI Coordinator within this process.

  • Manage design responses to RFIs to ensure they align with the scheme requirements, and monitor response time and performance KPIs.

  • Continually review the PW design to identify opportunities for improvements and efficiencies that improve productivity and provide cost savings.

  • Liaise with the Project Commercial Team to review the commercial implications of any design changes, minimise cost impacts, support recovery from others and escalate as required.

  • Where required by the scheme, manage the review and approval process for Contractor Designed elements (Appendix 1/10) and Fabrication Drawings (Appendix 1/4).


  • Temporary Works:
  • Ensure formal appointments are in place for all TWC and TWS involved in the delivery of the scheme(s).

  • Ensure compliance with Galliford Try and National Highways procedures for Temporary Works.

  • Ensure temporary works design deliverables align with the requirements of the construction programme.

  • Where appointed for multiple schemes, ensure consistency in the development, design, and implementation of TW solutions across the schemes.

  • Liaise with the PW Designer to ensure temporary load cases have been fully assessed as part of the PW design.

  • In consultation with Central Engineering Services, ensure sufficient TW design resource is in place to deliver the TW design and check workload across the A47 schemes to meet the requirements of the construction program.


  • Materials Sourcing, Approval & Testing:
  • Establish a Materials Approval Request (MAR) process to enable materials and products to be used in the works to be reviewed and accepted in accordance with GT, Contract and NH procedures. Fulfil the role of MAR Reviewer within this process.

  • Liaise with project specialists (e.g. GT, Designer, Client, TA, TAA, etc.) to ensure the correct acceptances are in place for materials and products to be used in the works.

  • Liaise with the Project Materials Engineer (where appointed) or RDP Materials Manager to:

  • Ensure all earthworks materials, aggregates, ready mixed concrete and asphalt proposed for use in the permanent works are subject to review and acceptance under the MAR process.

  • Provide design management input to support the implementation of proposals for the re-use of site-won earthworks materials in the permanent works.

  • Review and monitor material test results for compliance with the design specification.

  • Review upcoming construction activities and highlight materials requirements of the PW design.

  • Support the rationalisation of Appendix 1/5, Appendix 7/1 and Appendix 17 requirements across the A47 schemes, where appropriate.


  • Quality Control:

    Liaise with the Project Quality Manager to:
  • Act as DM Lead / Technical Reviewer during the production of Inspection & Test Plans (ITPs), where necessary.

  • Provide design and engineering input to the resolution of NCRs and Defects, where necessary.

  • Review the MAR Register for accuracy and completeness.

  • Review upcoming construction activities and highlight quality critical aspects of the PW design.

  • Support the compilation and review of construction quality records and the scheme Health & Safety File.


  • Setting Out & Surveying :

    Liaise with the Project Surveyor (where appointed) or RDP Survey Manager to:
  • Ensure the provision of suitable and sufficient PW design information for dimensional control of the works.

  • Review upcoming construction activities and highlight aspects of the PW design requiring survey checks.

  • Support the delivery of any monitoring requirements on the scheme, including review of monitoring results.


  • Other:
  • Management of site based GT CAD / BIM resource, where appointed.

  • Provide technical support to the GT Commercial team during the procurement process.

  • Provide support to the GT Construction team throughout project delivery, and work closely with Project Managers and Agents to develop construction methodologies, review subcontractor design proposals, identify non-compliance with the detailed design, review alternative design proposals and contribute to proposing solutions to technical issues encountered on site.

  • Contribute to Construction Readiness Reviews in the role of Engineering Manager.

  • Undertake Peer Reviews to check support the delivery of engineering management across the A47 schemes. A proposed list of focus areas for such reviews is included in document 'A3_Peer Review Focus Areas List_v1', and incorporates key points from this job specification.

  • Support and promote the use of the project Information Management System (Viewpoint 4 Projects) during the construction phase, working closely with the scheme Information Manager(s).

  • Provide design and engineering input to Lessons Learnt workshops and reports.

  • Where required by the business, contribute to the production of any award papers / submissions which may require technical input.


  • Role Dimensions:

    Financial (budgetary control etc.)

    Ownership, monitoring and management of Engineering team budget for the works. Contribution to change control and management of contract mechanisms for cost recovery.

    Non-financial (staff management etc.)

    Interfaces and supports other Team Leaders. Manages a team of Engineering Staff. Leads project steering groups and cross-discipline action groups.

    Key Outputs:
  • Where required by the Project Director:

  • + Production of a monthly report covering the key accountabilities of the role, and highlighting any successes, lessons learnt, emerging issues and design & engineering opportunities and risks.
    + Provide the design & engineering section for the monthly project health checks.
  • Production of short technical reports or presentations to communicate the findings from any Peer Reviews undertaken.

  • Ownership of the following project registers:

    + RFI KPI Dashboard
    + PW Design Tracker (where required)
    + TW Register
    + MAR Register
    + IDCRA
  • Hold regular meetings with GT Discipline Leads on a one-to-one or group basis, e.g. Design Managers, Principal Designer Lead, Survey Manager, Quality Manager and Materials Manager, in support of the accountabilities described above.

  • Carry out a minimum of two site inspections per month focussed on design and engineering compliance in the field during the construction of the works. Production of an associated site inspection report, including dissemination and resolution of any actions arising.

  • Degree level qualification in a Civil Engineering allied subject or HND in Civil Engineering and vocational training in Engineering.

  • Effective written and verbal communication skills to diverse audiences.

  • Knowledge and understanding of engineering principles and common construction methodologies.

  • Knowledge and experience of temporary works processes, design and management.

  • Experience in PW Design Coordination / Management.

  • Knowledge and understanding of construction contracts (through experience and formal training). Ideally ECC NEC4.

  • Working towards or in possession of Professional Industry Qualification (IEng, CEng etc.)

  • Digital competence (MS Office 365, document control systems, site digital tools).

  • Formal training in Health & Safety and Environmental management (SMSTS).

  • CSCS Card.

  • Formal TWC Training.

  • Experience in delivering major highways schemes.

  • Clear understanding of the Specification for Highways Works requirements.

  • Experience of overseeing the management of design teams, and engineering support function teams.

  • Experience in the management of a wide range of construction operations, including phasing and contingency planning, together with testing and handover requirements.

  • Good working knowledge of current CDM legislation.

  • Good working knowledge of current H & S legislation.
