The Civil Society Strategy and Delivery team is a central team which helps to deliver this aim, by working with partners across government and the sector to: build insight through engagement, research and data; provide in-depth thought leadership on key cross-cutting issues; and deliver strategic leadership and coordination across the Directorate. The team is a driven, friendly unit with a commitment to ensuring that the work we lead has a positive impact on our sector.
Charity legislation is a core function within the Civil Society Strategy and Delivery team.

We work hard to build an environment that is diverse and inclusive, as well as warm, friendly and collaborative; where each member of staff can flourish, feel comfortable being themselves at work, develop their skills and move their career forward., The Team is recruiting a senior policy adviser at Grade 7 to deliver work on charities legislation and regulation. This important role is in a busy team with a programme of high profile, interesting and varied work. You’ll be part of a small team, which sits in the Civil Society and Youth Directorate, advising on and delivering legislation, ensuring that charities can make the most of the benefits the legal framework provides.
Responsibilities of the role include:
+ Completing the implementation of the Charities Act 2022 in 2024, and developing plans for a Post Implementation Review.
+ Leading the completion of a review of financial thresholds in charities legislation, including public consultation with a view to increasing thresholds in line with inflation. Ensuring there is an effective plan in place for the review, including the preparation of consultations, Secondary Legislation and guidance.
+ Leading the team’s work on accounting and reporting by charities. This will principally be the development of Secondary legislation that aligns legal requirements with forthcoming changes to the Charities Statement of Recommended Practice (SORP).
+ Providing advice to senior officials and stakeholders on the applicability, scope and limits of charities legislation. Scoping the legal framework for charities in order to make recommendations on future reforms.
+ Responding to Private Bills, Private Members Bills and debates on charities legislation and regulation.
+ Line management of one DCMS SEO.
+ Providing advice to other government departments on charity legislation and regulation or on OGD legislative plans which will impact on charities.
+ Supporting across the team the delivery of an effective legal and regulatory framework for charities, and measures to support and sustain the charity sector., We'll assess you against these behaviours during the selection process:

o A behaviour statement of 250 words on Making Effective Decisions.
For the shortlist, we will assess your experience and select applicants demonstrating the best fit for the role by considering the evidence provided in your application.
In the event of a large number of applicants, an initial sift will be conducted on the lead behaviour of Making Effective Decisions. Those who are successful in the initial sift will then be scored on all elements of the application.

The interview process will assess behaviours and strengths and potentially include a presentation and/or a scenario based task which will be provided at interview.

You will not be made aware of the strengths being assessed prior to your interview.

Further Information
If the vacancy is offered as FTA/Loan, existing Civil Servants must join on a Loan basis only., Prior agreement to be released on loan must be obtained before commencing the application process. In the case of Civil Servants, the terms of the loan will be agreed between the home and host department and the Civil Servant. This includes grade on return.
