Full Job Description

Highways Development Control (HDC) provide the Highway Authority's response to all development proposals in Manchester as part of the Planning Process, ranging from a single property to major development proposals such as Manchester Airport or the Co-op Arena development. The HDC team is central to protecting and maintaining highway interests, assessing development proposals, identifying highway alterations and liaising with developers throughout the planning, development and construction process.

This vacancy is for the role of Assistant Engineer in the Development Control team where you would help to provide specialist expertise to ensure that all developments are safe, accessible and work to mitigate against any impact on the highway network and its users.

The role covers a variety of activities which include;


  • + Managing a caseload of small/medium-scale planning applications and liaising with various Highways teams and other stakeholders in relation to sustainable infrastructure, off-site highways works, parking provision, Traffic Regulation Orders and construction management.

  • + Supporting local communities (residents, businesses and service providers) with small developments which have an impact on the highway.

  • + Working alongside Neighbourhood teams, looking together at how new developments can support the wider community by improving links like controlled crossing points and safer routes to local attractions.

  • + Using our combined local knowledge and technical guidance to feed into new development like new or expanding schools, community developments, new housing estates and local amenities, providing support and advice on any issues.

    Qualification - Must hold HNC / HND in Civil Engineering or other relevant discipline, or, Be able to demonstrate relevant experience of working within a highway or construction environment - It would be highly advantageous to have a background in Development Control and a good understanding of the technical assessment process for planning applications

    Casual Car Documentation - The successful candidate will be a designated Casual Car User which means that car journeys may be necessary on an occasional basis, but are not essential to the role. If you do drive, you must always hold a full valid driving licence and provide your own car for use at work, as well as provide all the appropriate documentation. You will receive an allowance per mile of business use.

You should preferably have an understanding of Highway Development Control, have good computer skills along with experience of related software and also knowledge of the relevant codes of practice, guidance documents and planning policy.

    We are looking for individuals ideally with a HDC background or a private sector-based Transport Consultancy background with experience of planning application submissions. You must also hold an HNC/HND in Engineering/ Transport Planning or equivalent or have relevant Highways/ Development Control experience.
